Ideas, values and preliminary votes were collected through dinners, meetings, door knocks, surveys, community house display, and discussions with various community groups. A community planning group met from mid-2019 into 2020 to progress the planning process.

A final dinner was held in February 2020 to decide on the top priorities for the Toolangi-Castella Community Plan. The Community Plan was noted by Council at the 27 May 2020 Council Meeting.
