Accessible Parking Permits are managed by Transport Victoria and allows parking concessions to people with a significant disability or injury.

Individuals

Step 1.Start an application

To apply or renew online, you will be asked to check your eligibility and to provide a mobile phone number as application reference numbers are delivered via SMS.

If you don’t have one, you can ask to use the mobile number of a friend, carer, family member or contact us on (03) 5772 0333 for assistance.

Step 2.Undertake a functional assessment

Take your reference number to your GP or occupational therapist. They will then complete your assessment and submit your application. 

This assessment will determine what kind of permit you will need and how long you will need it for. 

Please note: Council is unable to contact your medical provider or change their submission for you. If the online system has not received your submission, or you believe they have recommended the wrong permit, you will need to consult with them and may need to start a new application. 

Step 3.Await Council review

While we aim to process your application as fast as possible, please allow up to two weeks for the application to be reviewed.

Office closures may result in delays.

Step 4.Collect/Receive your permit

If your application is successful, you’ll receive your permit to the address you requested in your application.

If you are collecting your permit from a Council office, please be aware, we are not legally allowed to provide the permit to a person other than the applicant or someone the applicant has nominated in their application. To avoid refusal of collection, please ensure you bring your most current proof of identity. 

If you have requested your permit be delivered via post, it will be sent directly from the printer. Council will have no oversight over the delivery of your permit and you may need to apply for a replacement

Organisations

Step 1.Start an application

When applying online, you will be advised of application requirements and documents. Read this information carefully to ensure you have everything you need to submit an application as failure to comply will result in an unsuccessful application or refusal of collection.

You will also need to provide a mobile number and email to receive your reference number.

While we aim to process your application as fast as possible, please allow up to two weeks for the application to be reviewed.

Step 3.Collect from Council office (if not posted)

If your application is successful, your permit will be delivered to your local Council office for collection.

Upon collection, we are required to sight proof of:

  • identity
  • business registration
  • the vehicle being registered to your company

Replace permit

Step 1.Start an application

To apply to replace a damaged, lost or stolen permit, you will be asked to provide a mobile phone number and details about your permit.

You may need to provide additional documents which will be advised at the end of your application.

Step 2.Collect your permit

If your application is successful, you’ll receive your permit to your nearest Council office where you may need to provide either the damaged permit, or a statutory declaration (stat dec) describing why you are unable to provide your permit. Permit types for individuals

An ADP permit can be used Australia-wide, and allows the permit holder to:

  • park a vehicle in an accessible parking bay for the time displayed on the sign
  • park in a standard parking bay for double the time displayed on the parking sign

There are three types of ADP permits for individuals:

  • Category A: Allows the permit holder to be the driver or passenger in a vehicle
  • Category B: Allows the permit holder to the be the passenger in a vehicle
  • Category D: Temporary permits, issued for six, 12 or 24 months.

You may be eligible for an ADP permit if a GP or occupational therapist assesses you and determines that:

  • you have a significant mobility impairment that requires you to use a mobility aid or device 
  • a standard parking bay isn’t big enough to allow you access to and from a vehicle 
  • you have an acute or chronic medical condition such that minimal walking (up to 100 metres) causes you to stop several times because of pain, extreme fatigue or imbalance 
  • because of a significant cognitive, behavioural or neurological impairment you can’t safely walk without the continuous support of a carer or support person 

Double Time (DT) permits for individuals 

A DT permit allows the permit holder, as the driver or passenger, to park in a standard parking bay for double the time on the parking sign. 

DT permits are unique to Victoria and aren’t recognised interstate. 

You may be eligible for a DT permit if a GP or occupational therapist assesses you and determines that you have a significant mobility impairment or illness which

  • affects your ability to walk more than 100 metres
  • means that you need regular rest breaks while walking 
  • a standard parking bay is big enough to allow you access to and from a vehicle 

Permit types for organisations

Organisations may be eligible for an ADP permit if it provides transport services for people with significant mobility or cognitive, behavioural or neurological impairments. 

The following vehicles are not eligible for a parking permit:

  • buses (a vehicle which seats more than 12 people, including the driver) 
  • commercial passenger vehicles (a vehicle used to transport people for a fare or other consideration, eg. taxis, rideshare apps, limousine services) 

  • motorcycles

Permits are issued under the following categories:

  • permit holder has a significant ambulatory disability or requires a complex walking aid and cannot access a vehicle in an ordinary parking bay
  • permit holder is entitled to park in a bay reserved for disabled motorists only
  • permit holder is entitled to park in a non-disabled parking bay for twice as long as specified. Parking fees are still payable (if applicable) however only for the specified duration, not twice the amount.

  • permit holder has a significant ambulatory disability or severe illness which does not affect their ability to walk, however requires them to have rest breaks when walking continuously
  • permit holder is entitled to park in a non-disabled parking bay for twice as long as specified. Parking fees are still payable (if applicable) however only for the specified duration, not twice the amount

How to use a permit

  • Ensure you are the driver or passenger of the vehicle in which the permit is displayed. The permit is only to be used by the specified individual or organisation.
  • Display your permit clearly in the windscreen of the vehicle so the expiry date and permit number are visible from outside of the vehicle.
  • Check that your permit is still valid. Remember to contact Council prior to its expiry date to discuss options for renewal.
  • If your permit is lost or stolen please contact Council to find out how to get a replacement.
  • If you are planning to visit another State or Territory it is always a good idea to check if any alternative conditions apply. Permits are recognised Australia-wide.
  • Do not park in any restricted locations including clearways, no stopping areas, no parking areas, taxi only areas, bus zones or authorised residential zones. 

Why do I have to apply online?

Murrindindi Shire Council uses the Accessible Parking Permit (APP) Scheme and online administration system. Designed to streamline the application process, making it easier, simpler and consistent across the state of Victoria, the new permit system better aligns with the COAG 2010 Australian Disability Parking Permit Scheme (ADPS).

Our residents and organisations who require a new permit, or need to renew or replace a permit, will need to apply with the new application process.

Improvements to the Scheme include:

  • introduction of temporary permits for 6, 12 or 24 months
  • increased permit length, from 3 years to 5 years for individuals
  • introduction of a permanent disability classification, so reassessments are not required for some people's future permit renewals
  • a new single and secure state-wide permit design that will reduce the misuse of permits
  • the inclusion of occupational therapists as assessors, in addition to GPs
  • Double Time (green permits) and permits for organisations will continue under the new scheme

Can I get a paper form?

A paper-based version of the application is available if you don’t have access to a mobile phone or the internet.
